Safety Manager
Position Overview
The Safety Manager provides comprehensive oversight of construction activities across multiple project sites within the Los Angeles Community College District. This role ensures compliance with all applicable safety regulations, contractual obligations, and district policies.
Location: Los Angeles Pierce College (District-Wide, Valley Region)
Key Responsibilities:
- Perform management oversight of contractor regulatory and contract safety compliance on active construction sites.
- Monitor adherence to current OSHA requirements and all safety regulations applicable to assigned projects.
- Conduct daily safety reviews of ongoing work, in alignment with BuildLACCD Standard Operating Procedures (SOPs).
- Oversee and enforce compliance with Owner Controlled Insurance Program (OCIP) requirements and procedures.
- Attend construction meetings with college project teams and contractors; lead discussions on safety topics and hazard preparedness.
- Perform regular construction site safety inspections and generate daily safety reports.
- Submit weekly Project Health, Safety, and Environmental Observation Reports to the College Project Manager.
- Review contractor safety submittals for accuracy and completeness, including:
- Job Hazard Analyses (JHA)
- Method of Procedures (MOP)
- Fall Protection Plans
- Crane Lift Plans
- Excavation and Scaffold Plans
- Confined Space Entry documentation
- Review incident reports submitted by contractors, participate in safety stand-downs, and prepare lessons learned for the Program Safety Manager.
- Deliver and document safety orientations with contractor safety representatives.
- Monitor enforcement of zero tolerance and corrective action policies for safety violations.
- Maintain flexibility to travel to multiple sites across the greater Los Angeles area.
- Establish daily priorities and provide oversight on multiple concurrent projects in a fast-paced environment.
- Prepare clear, thorough written reports and maintain effective verbal communication with project stakeholders.
Minimum Required Qualifications
- Experience:
- 10+ years of commercial construction experience in the United States with a General Contractor
- 5+ years of construction experience in California with a contractor or major subcontractor
- 2+ years of experience managing construction projects in an educational campus environment
- Significant experience overseeing field construction teams across multiple projects, including demolition, renovation, and new building construction
- Experience on projects involving modernization and hazardous materials abatement (e.g., asbestos, lead-based paint)
- Experience working with OCIP programs
- Certifications (Active and Current):
- One of the following certifications (copy required):
- Safety Management Specialist (SMS) – Board of Certified Safety Professionals (BCSP)
- Construction Health and Safety Technician (CHST) – BCSP
- Certified Safety Manager Construction (CSMC) – National Association of Safety Professionals (NASP)
- Current First Aid/CPR/AED certification (copy required)
Skills:
- Proficiency with Microsoft Office, Adobe Acrobat, and standard construction software
- Strong skills in safety incident reporting, daily site reporting, and hazard assessments
- Ability to effectively communicate with Owner’s construction management staff and contractors
Preferred Qualifications
- Bachelor’s degree in construction management, safety management, safety engineering, or a related field
- Additional safety and health certifications (e.g., OSHA 500 Trainer, 40-Hour HAZWOPER) – copies required
- Demonstrated experience managing large building programs across multiple sites.
